Iraq and South Africa collaborate on Higher Education


Bilateral Meeting with Chief Director of International Relations Office at Department of Higher Education and Training


A higher education delegation from Iraq, headed by Dr. Fouad Qassim Mohamed, Deputy Minister of Education and Scientific Research met with Mr. Ghaleep Jeppie, Chief Director of the International Relations Office at the Department of Higher Education and Training in the city of Cape Town on 26 February 2014. Also present at the meeting was Ambassador Al-Alawi of Iraq in South Africa and some of the Embassy’s staff members.

During the meeting, both sides discussed the good impression of the Iraqi delegation after visiting some of the universities in Pretoria and Johannesburg, and conveyed the Iraqi side’s desire to host South African students to study in the Iraqi universities, stressing their readiness to host them. He also asked to speed up the signing of a MoU on Cooperation in the Higher Education field.

On his part, Mr. Jeppie spoke about the higher education system in South Africa and the mechanism of signing bilateral agreements and MoUs, indicating the possibility of engagement between universities in the two countries and establishing a joint committee with 3 members from each side to coordinate and start the bilateral cooperation.

Deputy Minister of Higher Education and Training hosts Iraqi Delegation


Mr. Mduduzi Manana, Deputy Minister of Higher Education and Training in South Africa, hosted a dinner on 26 February 2004 for the Deputy Minister of Higher Education and Scientific Research of Iraq, Mr. Fouad Qassim Mohamed and the accompanying delegation. Also at the dinner was Ambassador of Iraq Dr. Hisham Al-Alawi and representatives from the Department of Higher Education and Training and some Academic staff from South Africa.

During the banquet, Mr. Manana stressed the importance of the delegation’s visit and thanked the Ambassador for facilitating it. On his part, the Ambassador expressed his wishes of success for the visit and hoped to see academic staff members and students in both countries benefit from the joint cooperation areas and expand their knowledge and run joint researches, stressing that this has a vital role in improving bilateral relations.

The Deputy Minister of Higher Education and Scientific Research delivered a speech in which he thanked the Ambassador for exerting efforts to ensure the success of this visit that contributed to highlighting the potential of the universities in South Africa to establish cooperation with the Iraqi side to serve the common interests of both countries.


Meeting at Department of Higher Education and Training


Ambassador Dr. Hisham Al-Alawi and the visiting Iraqi Higher Education Delegation met on 24 February 2014 with Mr. Gwebinkundla Qonde, Deirector-General at the Department of Higher Education and Training in South Africa, Dr. MMA Maharswa: DDG: Vocational and Continuing Education and Training, Mr. Mahlubi Mabizela: Chief Director of Universities and Mr. Ghaliep Geppie: Head of the International Relations Office in the Department to discuss ways of enhancing mutual cooperation between the two countries in the field of Higher education.

During the visit, the structure and work of the Department of Higher Education and Training was discussed in addition to its financing.

The Iraqi Deputy Minister Dr. Fouad Kasim Mohamed gave an explanation of the Higher Education system in Iraq, pointing to the necessity of enhancing the infrastructure of the Iraqi universities and host foreign students to study in Iraq, as well as developing research, training academic staff members and sign the MoU on cooperation in the field of Higher Education.

In conclusion of the Visit the Deputy Minister and the Director- General reciprocated commemorative gifts.

The Meeting was also attended by Mr. Zaidoon Assim, Deputy Ambassador and Ms. Thura Safa, Attaché at the Embassy.   

Meeting at the Council for Higher Education in South Africa


On the sidelines of the Visit of the Iraqi Higher Education Delegation to South Africa headed by Dr. Fouad Kasim Mohamed, Deputy Minister of Higher Education and Scientific Research, Ambassador Dr. Hisham Al-Alawi met with Dr. Denyse Webstock, Director at the Council of Higher Education for Monitoring and Evaluation and Prof. Rehana Vally, Director for National Reviews at the Council to discuss bilateral cooperation in the field of institutional supervision with relevant authorities in South Africa on 24 February 2014.

During the meeting, the Council’s representatives discussed the work of the council and its main authorities as well as decision making and evaluation of universities and accreditation of programs. The Deputy Minister also talked about the structure of the Ministry of Higher Education and Scientific Research in Iraq and expressed desire to enhance cooperation with the Council by sending a group of professors and Deans to be exposed to its work and hold workshops to evaluate and accredit various programs.
